Job Description

Locations: Newport or Titchfield (Fareham)

Why this role?

As a Senior Business Analyst, you'll play a key role in shaping how the Census is designed, delivered and improved, helping ensure every voice is heard.

About the team

You'll work within the End to End (E2E) Service Design Team, which ensures Census 2031 operates as a joined up, user centred service across all business areas.

You may work across the full service or specialise in areas such as:

  • Field Operations
  • Public Support and Contact Centres
  • Communal Establishments
  • Questionnaire Operations

You'll collaborate with colleagues across ONS, delivery suppliers, enabling partners, and the Devolved Governments to support a unified UK wide Census experience.

What you'll be doing

As a Senior Business Analyst, you'll:

  • Lead investigations into business processes, systems, data flows and services
  • Shape and align business requirements with system capabilities
  • Define and support improvements to processes and services, backed by business cases
  • Facilitate scope and maintain focus on overall programme objectives
  • Lead the definition of solutions to real business problems, considering the end to end service
  • Elicit and manage functional and non functional requirements
  • Work at pace using Agile principles and appropriate delivery methods
  • Develop analysis models that are traceable, robust and fit for purpose
  • Work closely with business and solution architects to align analysis with wider architecture
  • Support decision making with clear, evidence based insight
  • Promote assurance, security and quality
  • Contribute to the Business Analysis community and support standards and best practice

Depending on role level, you may also line manage and coach other Business Analysts.

Essential experience

You'll need practical experience in:
