Your new role

National Highways are looking to recruit a talented Senior Business Analyst within Digital Services. If you are an experienced business analysis professional, this is a great opportunity to join a growing function. You will support and advise the business, programmes, and projects throughout the business change lifecycle, ensuring that change initiatives are aligned with the business objectives, strategy, and enterprise architecture. You will help define the business analysis standards and assure compliance to these, both within Digital Services project teams and with our partners and suppliers.

What you'll be leading on

Scoping activity via discovery and investigation at directorate/line of service, portfolio, and programme level. Champion best practice tools and techniques, act as an advocate for the Business Analysis community, supporting and mentoring others.Developing relationships with stakeholders, clarifying mutual needs and commitments through consultation and consideration of impacts while focusing on user needs. Function as a critical expert to challenge business objectives, ensuring that delivery results meet quality standards and that risks are minimised.Delivery of accurate and traceable requirements by understanding and analysing business objectives, data and processes, ensuring benefits are qualified and captured and tracked through the life of the programme and/or project.Working with the wider DS teams to translate business requirements into technical requirements and specifications, which includes engagement with Architecture Design & Technology Services, and Quality and Test.Supporting the maturity of the BA Practice and Centre of Excellence, encourage organisational understanding of business analysis, developing wider business knowledge through the sharing of experiences.Maintaining business analysis quality standards, and keeping abreast of developing industry trends, for Digital Services Technology and Operational Roadside Technology environments, ensuring this integrates seamlessly within project delivery frameworks including waterfall and agile.Manage and develop more junior business analysts and provide ongoing quality assurance for third party and supplier resources. You will take responsibility for the business analysis provision and support for programmes and projects. You will shape the business analysis approach and define the resource requirements and responsibilities for the service at a programme and project level. Developing and integrating business analysis standards into procurement events and processes, to ensure quality is at the core of third-party deliverables.Developing ways of working to improve business analysis capabilities, these include, but are not limited to, investigation, discovery and modelling of business functions, processes, systems, information flows and data structures. Drive the continuous improvement and development of business analysis skills, knowledge, tools, and techniques to support the maturity of the BA Practice.Applying existing quality metrics (requirements traceability - vertical and horizontal), and support in the development and design of new performance indicators, to measure and assure outputs according to defined business analysis standards and methodologies.To be successful you'll need

A strong background in large-scale technology programmes, ideally within regulated industries.A breadth and depth of experience in the programme and project lifecycle. An expert in business analysis and continuous improvement (service optimisation). Highly proficient in applying the appropriate analysis tools and techniques, dependent on context.A proven track record in leading and developing junior business analysts.Experience in leading business analysis efforts at the programme and project level.A comprehensive understanding and experience of waterfall and agile delivery, into multiple, diverse business units.Experience of managing / assuring work delivered by third parties (partners/suppliers).Experience of leading a team of SMEs in the delivery of programme and project assurance.Experience (ideally) in roadside operational technology and enterprise technology environments.Strong negotiation, interpersonal and facilitation skills that will contribute to a culture of continuous improvement within Digital Services, as well as manage key suppliers to ensure quality standards are implemented.Ability to communicate and land change to ensure quality is at the heart of our delivery frameworks.Ideally a relevant degree, and/or relevant BA qualifications i.e. BCS Advanced International Diploma in Business Analysis or IIBA Certified Business Analysis Professional.
