Compliance Officer Domestic Heating and Hot Water

Compliance Officer - Domestic Heating and Hot Water, based in Accrington, offers a full time salary of £43,900 per annum. This role involves ensuring all domestic heating and hot water systems meet regulatory standards and safety requirements. The officer will conduct inspections, manage compliance records, and liaise with contractors to guarantee work adheres to current legislation. The role demands strong knowledge of gas safety regulations and relevant technical standards.

This is a 12 month fixed term contract providing maternity cover. It is a hybrid role with office based work on Mondays and Tuesdays in Accrington and the option to work from home for the remainder of the week. The purpose of this role is to deliver effective management of gas safety and heating compliance across the Onward and CPS portfolios in accordance with regulatory undertakings. The role helps ensure Onward is fully compliant and reduces residual risk to customers, colleagues and third parties and provides technical support for all associated workstreams to Onward departments.

• Servicing, Testing and Inspection: Ensure all domestic gas and heating servicing, testing and inspection processes are carried out correctly, remedial/follow on works undertaken on a risk basis, and that records and certification are accurately recorded, validated and current.
• Contract Management: Manage the administration of domestic heating contracts, set and deliver performance standards, monitor progress and resolve issues, and exercise financial control including budgeting.
• Data Management: Maintain up to date information relating to statutory and Onward heating compliance risks, develop and operate data management systems that accurately record all testing, inspection and remedial works.
• Performance Measurement: Support the development and application of strategy and policy, translate them into objectives, KPIs, management information, and assist in producing reports to Boards and Committees.
• Collaborative Working: Provide support and guidance in developing landlord compliance risk reduction strategy and procurement strategy, lead on procurement and investment that mitigates risk, and work closely with all departments across relevant workstreams.
• Health and Safety: Take overall health and safety responsibility and ensure compliance with legislative requirements for all investment activities within the region, including the delivery of a comprehensive training programme related to domestic gas and heating.

• Essential knowledge of core housing systems, business planning and asset management systems.
• Track record of managing gas or other compliance safety and maintenance programmes.
• Successful delivery of a similar role within another organisation and experience of leading a team to high level performance.
• Excellent written and verbal communication skills.
• Knowledge of construction procurement routes, contracts, and effective administration.
• Commercial understanding of value for money drivers in construction.
• Knowledge of Construction (Design and Management) Regulations 2015.
• Understanding of related housing regulations/law.
• Experience of interpreting complex data and using it to monitor performance through regular reporting and inform decisions.
• Desirable IT skills - Microsoft Office to intermediate level.
• Financial monitoring and budgeting experience for a similar activity function.

• Relevant qualification or working towards: Level 4 VRQ in Gas Safety Management in Social Housing or equivalent.
