Job Description

Job Purpose

To provide a proactive, victim-focused Anti-Social Behaviour service, managing ASB cases from initial report through to resolution. The role involves investigation, early intervention, and enforcement action where necessary, working closely with internal teams and external partners to reduce ASB and improve community safety across the district.

Key Responsibilities

Case Management & Investigation

  • Manage a caseload of ASB complaints including neighbour disputes, noise nuisance, harassment, hate incidents, and environmental ASB.
  • Carry out timely risk assessments, identifying and prioritising high-risk and vulnerable cases.
  • Investigate complaints through interviews, witness statements, evidence gathering, diary sheets, noise monitoring, and CCTV review.
  • Maintain accurate and up-to-date case records in line with council procedures and legal requirements.

Early Intervention & Prevention

  • Resolve cases through early intervention methods such as warnings, mediation referrals, and Acceptable Behaviour Agreements.
  • Provide advice and support to complainants on evidence gathering and managing low-level disputes.
  • Take a proportionate, balanced approach to enforcement, ensuring fair and lawful decision-making.

Enforcement & Legal Action

  • Prepare and serve enforcement action including Community Protection Warnings and Notices (CPWs/CPNs).
  • Work with Legal Services to prepare cases for injunctions, closure orders, or other legal remedies.
  • Prepare witness statements, reports, and evidence bundles for court proceedings.
  • Attend court and provide professional evidence when required.

Partnership Working

  • Work collaboratively with internal teams including Housing, Environmental Health, and Community Safety.
  • Liaise with external partners such as Surrey Police, Registered Providers, social care, mental health and substance misuse services.
  • Attend multi-agency meetings and contribute to problem-solving approaches for complex or high-risk cases.

Customer & Community Engagement

  • Conduct face-to-face appointments with residents during office-based days.
  • Undertake site visits and visits to complainants and alleged perpetrators as required.
  • Deliver a sensitive, professional service to residents, balancing enforcement with support.

Working Arrangements

  • Three days per week office-based for resident appointments, partnership meetings, supervision, and case reviews.
  • Remaining days worked remotely, focusing on case management, correspondence, legal preparation, and partner liaison.

Knowledge, Skills & Experience

Essential

  • Experience of managing ASB cases within a local authority or housing environment.
  • Knowledge of ASB legislation, enforcement powers, and investigative processes.
  • Strong case management, report writing, and evidence-gathering skills.
  • Ability to communicate effectively with a wide range of stakeholders, including vulnerable and challenging individuals.
  • Confident decision-maker with the ability to balance empathy and enforcement.

Desirable

  • Experience preparing cases for court and giving evidence.
  • Experience working in a hybrid or partnership-based enforcement role.
  • Knowledge of housing law or tenancy enforcement.
