Job Title: Senior Capital Projects Manager

Contract: 3-months minimum

Location: Merseyside, Hybrid (2-3 days office based per week)

Day Rate: £475

Spencer Clarke Group are seeking an experienced Senior Project Manager to lead the development and mobilisation of a Primary Schools Improvement Programme for 2026.

The programme typically comprises around 20 projects per annum with a combined value of approximately £4m and includes a wide range of works such as internal refurbishments, building services replacements, external repairs and extensions.

This role will focus on programme planning, prioritisation, stakeholder engagement and readiness for delivery, ensuring schemes are fully developed, approved and ready to commence in 2026.

Key Responsibilities

  • Develop a robust prioritisation methodology using Asset Management Plan data and building condition surveys

  • Shape and define the 2026 programme of works in line with available and anticipated budgets

  • Prepare and coordinate a Cabinet-level report with recommendations for programme approval

  • Manage a Senior Project Manager and an external term consultant to deliver design and tender packages

  • Provide strategic advice and support to schools on asset management responsibilities

  • Identify and help secure funding opportunities to maximise capital investment

  • Support education-led delivery proposals and approve grant payments where required

  • Provide wider advice on procurement and delivery to colleagues and stakeholders

Essential Skills/Experience

  • Relevant built environment qualification such as architecture, building surveying, engineering or similar

  • Construction industry project management qualification such as RICS or equivalent

  • Strong track record delivering capital programmes within the education sector

  • Experience delivering projects to tight timescales aligned with school operational constraints

  • In-depth understanding of public sector processes, governance and funding

  • Working knowledge of Department for Education guidance and Building Bulletins

  • Highly effective communicator with the ability to manage complex stakeholder environments
