We are working with a respected London borough to appoint an experienced Housing Solutions Team Manager to lead a frontline homelessness prevention service. This is a key leadership role that will see you manage a team of officers handling high volumes of complex housing cases under both Part 6 and Part 7 of the Housing Act. The council is committed to improving housing outcomes and reducing reliance on temporary accommodation, and you'll play a central role in making that happen.
This role would suit a housing professional with deep knowledge of homelessness and allocations legislation, experience managing multidisciplinary teams, and a clear track record of service improvement. You'll be a confident leader, able to manage complex caseloads, deliver high-quality decision-making, and provide robust supervision to your team. The role also includes being part of the Housing Solutions Service duty rota and managing responses to Stage 1 and Stage 2 complaints, so a calm, professional approach is essential.
The Role
Manage a team of officers working on complex and high-volume Part 6 (Allocations) and Part 7 (Homelessness) cases
Oversee day-to-day service delivery, ensuring statutory assessments are accurate, timely and compliant with relevant legislation
Take part in the team's Duty Rota, responding to urgent presentations and supporting triage and early intervention
Provide regular supervision, support and development to officers, building a resilient and high-performing team
Respond to and manage Stage 1 and Stage 2 complaints, ensuring learning is embedded in the service
Handle complex or escalated homelessness and housing register cases, including legal challenges and judicial reviews
Develop strong working relationships with internal departments and external partners to widen housing pathways
Contribute to service improvement plans and help shape a customer-focused, legally robust Housing Solutions service
Monitor team performance, budgets and compliance, using data to inform service delivery
Key Requirements
Significant experience managing housing options or homelessness teams in a local authority setting
Strong understanding of the Housing Act 1996, the Homelessness Reduction Act, and related case law
Proven ability to manage complex caseloads and deliver high-quality decision-making in a pressured environment
Experience managing complaints at Stage 1 and Stage 2, with the ability to resolve issues constructively
Skilled in supervising staff, building capability, and managing performance
Excellent communication and stakeholder management skills
Comfortable working as part of a Duty Rota and dealing with urgent presentations
Proficient in using housing systems and interpreting performance data
Flexible, resilient, and solutions-focused
