We are building a modern, dynamic organisation with impact at its core. We are now seeking an inspiring and visionary Director of HR & Organisational Development to join us.

About the role
This is a genuinely unique opportunity to help design the structure, shape the workforce strategy, and embed the culture of a newly established regional authority. As part of a collaborative, agile senior leadership team, you'll work closely with the Chief Executive, Mayor, and Executive Directors-not only delivering a progressive People Strategy but also contributing to transformation programmes across areas such as transport, skills and climate.

You will lead HR Business Partnering, OD, and Learning & Development, and also oversee HR related managed services. With a great HR team, and the function set to grow, this role is about delivering an enabling service that supports culture, capability and system-wide impact.

Crucially, you'll also work closely with partners across constituent and non-constituent authorities, as well as regional stakeholders, to lead systems leadership activity and promote collaboration across the wider East Midlands workforce landscape. This is an exciting opportunity to influence beyond organisational boundaries-developing networks, sharing best practice and supporting joint initiatives that will help deliver meaningful outcomes for people and communities across the region.

About you
We're looking for a strategic, values-driven leader with the credibility and emotional intelligence to influence at the highest levels. You may already be an HR Director or ready to take that next step, bringing a strong track record in organisational development, transformation, and cultural change-ideally within a complex or evolving environment.

You'll be confident operating in a system leadership context, with the ability to build strong, trust-based relationships across local authorities, partners and wider regional networks. You will have experience leading through complexity, supporting organisational design, and embedding inclusive and people-centred approaches that align with strategic goals.

A background in leading workforce change, managing outsourced people services and navigating politically aware environments will be valuable. Above all, you'll be someone who brings people with you-collaborative, forward-thinking, and committed to shaping a high-performing, purpose-led organisation that reflects EMCCA's values: We Lift Our Region We Work Together We Make an Impact We Are Human.
