JOB DESCRIPTION

BACKGROUND

The Northern Ireland Office supports the Secretary of State for Northern Ireland in promoting the best interests of Northern Ireland. We make sure that Northern Ireland interests are represented within the UK Government and that UK government responsibilities are fully and effectively represented in Northern Ireland. We are the centre of expertise on Northern Ireland issues across Government.

The Northern Ireland Office employs around 170 staff, with offices in Belfast and London. As a small Department, we adopt a flexible project-based approach to ensure that we have the right people, with the right skills, in the right place to support the delivery of our key objectives.

Due to our structure and size, we are able to offer extensive exposure to Ministers and the opportunity to work on a far wider portfolio of policy and responsibilities than might be the case in a larger department. This creates an interesting and stimulating work environment.

Our key priorities are set out in our Operational Delivery plan and include:

• Supporting greater inclusion, tolerance and openness in Northern Ireland

• Contributing to a safer Northern Ireland, where terrorist and paramilitary groups are less able to cause harm to communities

• Ensuring that governance in Northern Ireland is responsive, transparent and able to deliver effective public service.

• Addressing the legacy of the past in Northern Ireland

Dealing with the legacy of the Troubles is widely seen as one of the most significant outstanding issues from the Northern Ireland peace process and both individual cases and broader issues continue to have a very high profile in Northern Ireland and in the work of the NIO.

The post holder will have the opportunity to gain experience leading work in a high profile area, developing wider skills around policy development as well as casework and experience in legal matters, often with national security implications.

You will be expected to work closely with your Deputy Director in managing Grade 7's and the wider team and in leading work across a range of legacy priorities. This is likely to involve developing innovative policy, handling high-profile litigation and progressing legislation. You will be expected to develop and provide complex and sensitive written and oral advice to the Secretary of State and other Ministers, and to work closely with other Government Departments, operational partners and external stakeholders including international partners. A strong grip and proven track record in managing complex and sensitive projects or programmes is essential. Legislative experience is desirable.

A collaborative leadership approach is essential to the role, but you must also be capable of working independently and with initiative. The Legacy Team culture is one of empowerment, bringing with it great opportunities for development and growth.

DUTIES AND RESPONSIBILITIES:

The main responsibilities of the role include but are not limited to:
  • Developing and leading implementation of a programme of work within the legacy group which organises the delivery of diverse Ministerial priorities against tight and shifting deadlines and across a range of stakeholders.
  • Working closely with lawyers and operational experts to develop innovative policy and handling solutions in relation to the UKG's approach to dealing with the past - this could be in terms of developing legislation, working with inquiries, handling litigation casework or other.
  • Developing and leading briefings on legacy policy and/or casework matters for senior officials and Ministers, working closely with the Permanent Secretary.
  • Developing and maintaining an excellent network of relationships with a range of stakeholders, including at a senior level across Whitehall, to ensure the efficient management of cross-cutting issues.
  • Line management of Band As and wider legacy team, including to proactively identify opportunities to contribute to team and business area objectives and priorities and wider departmental leadership.
ESSENTIAL CRITERIA:

The post holder will need to demonstrate the following in their application and at interview:
  • Excellent leadership skills with experience of delivering challenging objectives under intense scrutiny
  • Excellent judgement and analytical skills, the ability to make evidence based recommendations and decisions;
  • Excellent communication and influencing skills to influence a wide variety of stakeholders at different levels;
  • The ability to present and communicate complex information and recommendations to senior decision makers in a clearly and impactful manner, including through high-quality drafting under pressure;
  • Strong partnering and collaborating skills, and the ability to build strong relationships with a diverse range of stakeholders to support effective delivery of strategic outcomes; and
  • Personal resilience - including the ability to deal with uncertainty, self-organise, prioritise and pay close attention to detail.
DESIRABLE CRITERIA:
  • Understanding of the political and security environment in Northern Ireland;
  • Experience working on legislation, policy, projects or programmes in Northern Ireland or Whitehall;
  • Existing security clearance The role requires Developed Vetting clearance. Applicants should already hold DV clearance or be willing to acquire it
