About you and the Role As a member of the Project Worker Team, reporting to the Senior Tenancy Support Officer the Tenancy Support & Financial Wellbeing Project Worker is responsible for delivering their specialist range of 1:1 Pre and Post Tenancy Support, implementing proactive, holistic strategies designed to prevent people from losing their homes, whilst simultaneously providing them with the financial tools and capability needed to sustain stability, aimed at empowering Service Users to move out of the spiral of homelessness and back into mainstream society, preventing homelessness and foster financial inclusion. To provide on-going long term tenancy support to Service Users moving into independent living, this includes private rental housing or alternative housing pathways without any on site support. To assist with hand over post tenancy support to accommodation providers at a suitable point in the Service User support pathway, with the aim of enabling long-term independence. To ensure all Service Users have access to external grants and any available funding to support their individual needs to maintain their accommodation. Signposting and assisting with applications for funding to assist people moving into accommodation are supported with the appropriate items: floor coverings, white goods, basic furniture and home furnishings. To support residents to keep their current homes, including mediation with landlords, accessing legal support on evictions, addressing anti-social behaviour, identifying high risk groups targeting support towards vulnerable groups such as those fleeing difficulties, leaving prison, hospital or care systems. Ensuring that record keeping meets the requirements of internal and external monitoring of outcomes, assisting with reports and case studies to the fundraising team. Homeless Intervention Caseworker The role of Homeless Intervention Officer is a statutory role specifically focused on intervening early, preventing homelessness and managing our crisis response aims of alleviating homelessness where this has occurred. Apply and implement homelessness laws and the code of guidance, including the Housing Act1996, the Homelessness Act 2002, the Homeless Reduction Act 2017 and other relevant guidance and legislation whilst carrying out assessments of applicants' housing and support needs. Explain the full range of housing solutions available to customers to help prevent or relieve homelessness as well as mediate to help resolve potentially homeless cases irrespective of tenure (excluding fear of violence). Ensure full and accurate recordings of client's details, all advice and support provided and maintain accurate written and computer records, reports and other monitoring information as required, in connection with the various duties and case management and in line with relevant policies and procedures. To manage client's expectations advising as to potential housing solutions including private rented and hostel accommodation and as to the lower supply of social housing compared to demand. To undertake a holistic assessment of current housing issues and seek out appropriate solutions where possible at an early stage to prevent homelessness and where possible prevent the use of interim accommodation by preventing homelessness. You may need to make referrals to the Mental Health or other relevant professional panels and to attend or participate in case conferences as requested. To keep up to date with relevant case law particularly in respect of the tests of vulnerability and priority need and with reference to responsibilities under the Equality Act and Care Acts. To identify and refer cases to the homeless outreach workers / services, e.g. those with a history of rough sleeping or complex needs where resettlement is needed to enable rehousing by social or other housing providers. You will be working closely with the temporary accommodation team to support the client with rehoming to permanent accommodation. You will provide information to clients on the operation of the Council's Housing Register, advice on a household's position on the register, extending areas of choice and prospects of assistance with housing and update systems as necessary. You will be required to complete assessments on suitable accommodation for applicants for temporary or long-term accommodation to end the homeless duty. This role is likely to be two days in the office per week, candidates must be able to attend CBC office locations when requested. Providing accurate and appropriate advice by assessing the support needs of clients and updating personalised housing plans. To have a comprehensive knowledge of all homelessness legislation, in particular Part 7 of the Housing Act 1996 (as amended) and the Homelessness Code of Guidance; as well as welfare benefits and social care knowledge. To assess and interview clients, including conducting home visits, in line with the Councils' statutory duties and relevant case law. To carry a caseload of homelessness main housing duty cases and develop, update and review Personalised Housing Plans for customers. This Plan will ensure that homelessness is relieved through active engagement with council and private sector services. To advise clients on full range of options to solve their housing problem, including registering on the Council's Housing Register, private renting, mortgage advice, supported accommodation options and shared ownership. To liaise with landlords to remove the barriers of move on including helping to resolve rent arrears, agreeing repayment plans, and offering incentives such as rent in advance and 6 months tenancy sustainment to secure private rented accommodation. To carry out income and expenditure assessments in order to access affordable housing option and affordability for move on accommodation To advise clients of available tenancy support services including income maximisation, Discretionary Housing Payments mutual exchange, debt and rent arrears advice and HB support. To have a full clean UK driving licence in order to conduct home visits at the client's home, prison, hostels, hospital or other locations as may be necessary. To write and issue statutory S184 decision letters, letters of referral to other authorities where an applicant's local connection lies elsewhere.
