Permanent opportunity for Estates Surveyor/ Graduate Commercial Surveyor Your new company You will be working for a council in Lancashire Your new role To advise and support the Estates and Asset Management Leader and Elected Members on the extensive range of commercial property related matters dealt with in the Property & Engineering Section.To be involved in the creation and execution of an effective marketing programme for the disposal of land to achieve the Council's required capital receipts. This involves regular contact with the Council's Solicitors, Planners, and the provision of advice to Elected Members, the Chief Executive, Directors and Service Managers.To prepare Committee reports and provide professional advice to Elected Members.To assist the budget holder in preparing, controlling and reviewing revenue budgets for garage sites and war memorials, including the maintenance of complete records and the authorisation of invoices for payment.To carry out asset valuations and assist in updating the Asset Register in accordance with RICS & CIPFA professional guidelines and government directives in order to ensure that land holdings are attributed to the correct Service Area.To assist in acquiring properties by agreement and under Compulsory Purchase legislation. To support in undertaking property inspections, surveys and valuations and to negotiate compensation with other professionals. To liaise with Service Managers to ensure budgets are met. To monitor and report on the acquisition programme.To assist in removing trespassers from Council land and buildings. PERSON Specification and SKILLS REQUIREMENTS: Minimum of five years' experience as a Service Charge Accountant. Strong technical background, demonstrating good working knowledge of the RICS Code of Service Charge Practice, principles of recoverability, and ability to interpret lease terms. Financially literate with excellent accuracy and attention to detail. Experience calculating and maintaining service charge caps, including complex caps with exclusions by cost heading or schedule. Preferably experienced with property management systems such as QUBE, MRI, Yardi, etc., with strong Excel skills and the ability to learn new systems quickly. Cooperate with a remote team of cost managers responsible for reaching an agreed, market tested cost baseline and ensuring the client is receiving value for money. Guide and influence the general contractor, ensuring they are progressing in line with the schedule and within agreed cash flow parameters. Act as the key point of contact to the client overcoming delivery and commercial issues whilst preparing formal and ad hoc reports focussing on time, cost and quality targets. Control costs with your knowledge of conceptual estimating, funding stage gates, basic contingency principals, procurement principals. Create and/or work within a cost report, summarizing financials in a executive level dashboard. Understand change management principals, lead agreed change management process and work flow, providing a platform for adding/tracking/monitoring/approving change. Coordinate and lead planning sessions and workshops with clients and vendors to compile the master project/programme schedule, agreeing baselines and a critical path.
