Description and requirements

The primary purpose of this role is to lead and oversee Technical Assurance and Quality for SCS. The Compliance, Assurance and Quality Team is responsible for providing and maintaining the framework of processes, systems and governance for SCS in the areas of Operations, Technical Assurance, Quality, Materials and Systems Engineering, in accordance with the requirements of the contract and the associated Works Information.

The role also forms part of the Senior Leadership Team (SLT) for SCS and as such is responsible for the successful delivery of the overall programme and the success of SCS as a whole.

The SCS Quality and Assurance Director is responsible for:
  • Leadership of SCS Compliance, Assurance and Quality Enabling Function, including Technical Assurance, Quality, Materials, Systems Engineering and CDE, Configuration and Data Management
  • Ensuring that our quality focus, our Passion for Excellence, runs right through the design, consent, construct and handover process of delivering the London Tunnels physical and digital products to HS2's requirements.

  • With the appropriate Heads of Function, maintaining and implementing the project strategies and continuous improvement plans for Business Systems, Technical Assurance, Quality, Materials, Systems Engineering and CDE to ensure our processes and systems efficiently meet the client's Contract Requirements Technical through all stages of the project lifecycle.
  • Developing and maintaining the Technical Processes required to ensure that SCS comply with legal requirements, SCS strategies and the Works information
  • Develop and maintain interface, technical and quality assurance measures to monitor the effectiveness of assurance systems and processes and assist in the management of project performance.
  • Liaise with the Client, Project Leadership, Area and Service Leads to ensure Technical and Quality Assurance processes and systems are integrated across the Area delivery organisations and other functions.
  • Liaise with IT team on CDE, data management and systems
  • Foster the appropriate culture and act as an ambassador for the project in Technical & Quality Assurance with internal and external stakeholders through arranging events and activities / campaigns to promote quality through thought leadership.
  • Providing guidance to the SLT on quality and assurance matters
  • Fostering Equality, Diversity, and Inclusion (EDI) in the Design team and ensuring collaborative working, the right behaviours and culture within the Technical Services Team and with HS2, subcontractors, suppliers and any other third parties.
  • Managing, motivating, coaching and mentoring team members as necessary.


Required Qualifications & Skills
  • Experience of forming and leading high performing teams and operating at senior level in organisations.
  • Experience of working in a multi-disciplinary/complex project environment.
  • Experience of delivering solutions to complex problems involving multiple stakeholders
  • A good understanding of the application of Technical Assurance, System Engineering, and the development of supporting technology (IT Systems)
  • Credible in building relationships with all levels of internal and external stakeholders and leading through influence.
  • Demonstrable ability to work under pressure and to tight deadlines
  • Strong communication and leadership skills - leadership team level
  • Chartered Engineer, other appropriate professional qualifications, or equivalent senior-level experience
  • Proven track record of delivering Technical Assurance, Interface Management and Quality Management on large and complex infrastructure Projects.
  • A good understanding and significant experience of implementing Information Management systems and processes on large complex projects
  • Experience of Large Complex Railway projects
  • Successful delivery within a matrix management and/or programme management framework
