Leicester City Council have an excellent opportunity for a Cost and Commercial Manager to support our capital projects team to deliver some of the most exciting projects across the City of Leicester. This is a fantastic opportunity for a well established Senior Quantity Surveyor who is looking for a new challenge in their career with a permanent role in a growing Local Authority, where they will have the unique opportunity to evolve and shape their own Cost and Commercial Team. What you'll be doing

Day to day, your key responsibilities will be to provide traditional Quantity Surveying services to support the delivery of major capital construction projects. Following the RIBA Plan of Work, you will support in the oversight, governance and production of cost plans. You'll be aligned to corporate risk and manage the development of costs and cost risk throughout the project lifecycle. You'll advise on the most appropriate form of contracts to deliver the project.

Leading on capital monitoring in the form of project cashflow and projections. You will also be providing leadership to the commercial team, both internally through staff management and externally via governance of the consultant and contract teams.

As Cost and Commercial lead, you will rapidly develop and establish standard processes, in relation to cost and contract management to ensure the highest levels of governance and value for money for the Authority. This will include liaising with Team Project Managers, Procurement and Legal colleagues. You will be working closely with the Service Manager to develop project briefs, while optimising cost performance at every stage through proven methodologies, cost models, cost data, and assurance approach. Providing a good understanding of market intelligence and securing best buy in the market. You will work collaboratively to identify the commercial skills and resources needed to deliver successful projects, on time, on budget and on quality. Managing the Cost and Commercial Team to deliver the required financial performance reporting for the Capital Programme.

As well as, providing leadership to the Commercial team, both internally through staff management and externally via consultant or contract teams. You will take the lead on the development of team members, being an active mentor and individual who develops through both professional training, accreditation and experience. Supporting the team to ensure compliance with national standards and legislation, professional practice and codes of conduct.

What you'll need

With substantial experience in Quantity Surveying. You'll have extensive knowledge of JCT forms of contracts, collateral warranties and developing procurement strategies. NEC contract knowledge is also highly desirable. You will be a self motivated, true team player, having substantial experience in a similar role, with the ability to motivate and manage staff.
