Summary
The Department for International Trade (DIT) negotiates trade agreements for the UK and promotes UK Trade and Investment around the world.
The Services Implementation and Market Access team sits across the Trade in Services team and the Bilateral Trade Relations Directorate. Our team aims to open up markets for UK suppliers, improve rules on services trade and support the growth and success of the UKs services sector, including through the implementation of agreements.
We are recruiting a Trade in Services Senior Policy Advisor to join our team and work on trade agreement implementation and market access for the 70 countries the UK has signed trade agreements with, other than the EU. This is an exciting opportunity for you to be a part of shaping the UKs policy on trade agreement implementation.
Trade in Services is a crucial element in the UK economy, making up 80% of UK GDP. You will be w orking closely with colleagues across Government to develop joined-up, evidence-based policy positions and set the UKs Trade in Services implementation and market access objectives, and to deliver on the Governments objective to secure UK and global prosperity by promoting and financing international trade and investment, and championing free trade.

Job description
The successful candidate will be responsible for:
- Line management of one HEO,
- Identifying UK services interests and priority areas to action in for the UKs existing trade agreements,
- Developing evidence-based policy positions in response to partner countries asks, and identified UK objectives,
- Ensuring UKs compliance with provisions of the relevant chapter in the implemented trade agreements and monitoring partner countries compliance,
- Contributing to strategic dialogues with partner countries, including in dedicated policy area meetings, as well as participation in meetings, when needed,
- Contributing to creating new opportunities for businesses within trade agreements, e.g. through amending the agreements or their review (agreements include chapter-based provisions which require review of implementation and a possibility of further liberalisation),
- Participating in negotiations a) arising from review clauses, where relevant and/or b) associated agreements to the trade agreement.
- Analysing priority market access barriers in the respective policy area (identified by Posts and BTR regional teams in relations with partner countries) and cooperating with relevant teams, Posts and other Departments in developing proposals (action plans) for their removal; this may also involve engagement with partner countries, directly or through the regional teams,
- Developing and maintaining collaborative relationships with DIT teams, other Departments and Posts related to trade agreement implementation and market access,
- Drafting briefings, replies to Parliamentary Questions and other materials related to the respective policy areas in the context of trade agreement implementation and market access,
- Engaging with businesses and other stakeholders in a dialogue about trade agreement implementation and market access.

Hybrid Worker
The role will be based in either London or Darlington. You will be asked to express a location preference during the application process.
Please be aware that this role can only be worked from within the UK and not overseas.
Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.
Most DIT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in an office, on average. If your office location is London, you will be eligible to receive London weighting.
Appointments will be made to candidates in merit order based on location preferences.

Desirable Criteria
- Experience of working on trade policy, including policy development, work on market access or trade agreement negotiations,
- Experience working in an international context and with international partners,
- The ability to see and understand the political, economic and/or strategic context for the development and delivery of trade policy,
- Experience in external stakeholder engagement, including businesses (e.g. in the context of trade policy or policy development and implementation in other policy areas).
