Role Purpose
To provide professional quantity surveying services across a range of construction and maintenance projects within a local authority environment. The postholder will support effective financial management of projects, ensure compliance with procurement regulations, and administer contracts under JCT forms.
Key Responsibilities
Manage and control project costs from feasibility through to final account.
Prepare cost estimates, budgets, and financial reports for capital and revenue projects.
Administer construction contracts, primarily under JCT forms of contract.
Prepare and manage tender documentation in accordance with public sector procurement regulations and internal procedures.
Evaluate tenders and contribute to contract award recommendations.
Monitor contractor performance, valuations, variations, and final accounts.
Provide commercial and contractual advice to project managers and stakeholders.
Ensure compliance with financial regulations, standing orders, and procurement legislation (including relevant public sector frameworks).
Assist in the preparation of business cases and funding submissions where required.
Support dispute resolution and manage claims in line with contract conditions.
Maintain accurate project and financial records.
Contribute to continuous improvement in procurement and contract management processes.
Essential Requirements
Degree or equivalent qualification in Quantity Surveying or a related construction discipline.
Demonstrable experience working as a Quantity Surveyor within a local authority or public sector environment.
Proven experience of procurement processes, including preparation of tender documentation and contract award.
Strong working knowledge of JCT forms of contract.
Experience in cost control, valuations, variations, and final accounts.
Good understanding of public sector financial and governance procedures.
Strong communication and negotiation skills.
Ability to manage multiple projects simultaneously.
Proficient in Microsoft Office and relevant construction/financial software.
Desirable Requirements
Membership of RICS or working towards chartership.
Experience of NEC contracts (in addition to JCT).
Knowledge of social value and sustainability requirements in public sector procurement.
Experience working on housing, regeneration, or public building projects.
