Duty Station: Within Uganda, Entebbe, East Africa

Job Details: The Nile Basin Initiative (NBI) is an inter-governmental organization initiated and led by the Nile riparian countries to promote joint development, protection, and management of the common Nile Basin water resources. NBI has a shared vision to promote sustainable socioeconomic development through the equitable utilization of, and benefit from, the common Nile Basin water resources. A wide range of programs and projects are currently under various stages of identification, preparation, and implementation under NBI, designed to contribute towards the realization of this shared vision.
The NBI provides a forum for the Nile Basin countries to cooperate, realize tangible benefits, and build trust. NBI has three centres: Nile-SEC in Entebbe, Uganda; NELSAP-CU in Kigali, Rwanda; and ENTRO in Addis Ababa, Ethiopia. The Nile Basin Initiative Secretariat (Nile-Sec) is implementing a five-year Basin Wide Program () covering water security, agricultural water management, environmental sustainability, climate change, and transboundary water governance. With support from the Global Environment Facility (GEF) and in collaboration with UNDP, Nile-SEC is implementing a groundwater project to enhance knowledge and capacity for sustainable use and management of transboundary aquifers.
The key focus during is procurement of goods and services. The Nile-SEC seeks to hire a qualified Procurement Assistant to support and strengthen the procurement unit.

Duty Station/Implementation setup: The Procurement Assistant will be based at Nile-SEC in Entebbe, with possible travel within or outside the Basin countries as needed, under the supervision of the Procurement Officer.
Duration/Period of Service: This is a national position with an initial contract of one year, from about 15 May 2020 to 31 April 2021, with a six-month probation. The contract may be renewed annually based on performance, funds, and needs.

Purpose/Role: Under the supervision of the Procurement Officer, this role involves supporting procurement of goods and services and managing information related to procurement activities.

Qualifications and experience: Bachelor's Degree in Procurement, Management, Business Administration, Accounting, or related field. At least 5 years of relevant experience, including 3 years with donor-funded projects (e.g., World Bank, EU, UNDP). Experience with ERP systems like Microsoft Dynamics Navision is an advantage. Full computer literacy and knowledge of procurement information management are required. Proven negotiation, communication, writing, presentation, and report writing skills are essential.
