An exciting opportunity has arisen for an experienced S38 Clerk of Works to come and join a busy client in the Manchester area. This opportunity is outside IR35. The main duties of the S38 Clerk of Works are: Oversee the full lifecycle of S38 agreements from initial planning applications through technical approval, site inspections, and final adoption. Assess and approve engineering drawings, specifications, and construction details submitted by developers. Regularly visit development sites to monitor construction works and ensure compliance with approved designs and standards. Act as the key point of contact between the local authority, developers, consultants, utility providers, and legal teams. Coordinate the adoption process, including issuing provisional and final certificates, ensuring necessary legal, financial, and maintenance requirements are met. Ensure that all works comply with current highway design standards (e.g. DMRB, Manual for Streets), local guidance, and health & safety regulations. Maintain accurate records, including site reports, technical approvals, correspondence, and legal documents. Contribute to the development and review of policies, procedures, and technical standards related to highways adoption. Monitor and manage performance bonds, commuted sums, and developer contributions where applicable.
