Identify and evaluate potential in-country partners and projects to fulfill IP/IC requirements. Coordinate with legal, contracts, finance, supply chain, and compliance teams to ensure effective and compliant IP/IC execution. Monitor changes in IP/IC regulations and policy in key markets and adapt strategies accordingly. Support proposal development by providing IP/IC input and compliance assessments. Prepare and present briefings to senior leadership and external stakeholders on IP/IC performance and strategy. Required Qualifications: Bachelor's degree in International Business, Political Science, Engineering, or a related field; Master's degree preferred. Minimum 5-7 years of experience in industrial participation, defense contracting, or international business development. Proven experience negotiating and managing offset obligations in the defense or aerospace sectors. Familiarity with international regulations and policies regarding IP/IC (e.g., ITAR, DFARS, national IP/IC policies). Strong analytical, negotiation, and communication skills. Ability to travel internationally as required. Fluency in English required; additional languages a plus. Preferred Qualifications Experience working with defense ministries or export control authorities. Knowledge of IP/IC accounting and reporting systems. Network of industry and government contacts in key export markets.
