Our client was granted the licence to build and manage its network in 2013 by the Department for Energy and Climate Change, now part of the Department of Business, Energy and Industrial Strategy (BEIS). The network is mandated to: To deliver on these commitments, our client is investing in highly-skilled, multi-disciplinary professionals who are interested in operating in a dynamic, client-side environment with significant levels of engagement with industry, Government and community of service providers. Team and Role The Regulatory Strategy team was formed to provide two capabilities as part of the wider Regulation and Strategy function. Firstly, it will undertake strategy development, both in terms of short-term and long-term needs, articulating the vision and purpose for strategic priorities. This will be rooted in activities in the wider energy market and influence our approach to growing the scope of our business and the regulatory arrangements under which works. Working in partnership with the Board, Executive Committee and other colleagues, this team will define and refresh the 10-year corporate strategy and 5-year business and development plan, thus setting the context for business planning. In addition, it will be responsible for the ongoing definition of Innovation and Growth strategy. Working with the Policy and Markets team, this team will identify options for securing further mandated work from Government and for enhancing our services, in response to customer demand. Its second major activity is in relation to the renewal of the Licence in 2025.This team is responsible for the strategy and direction of all activities associated with licence renewal including: ·engagement with Ofgem and other stakeholders on the purpose and scope post-2025 and the design of the regulatory arrangements ·identifying of changes that will be required to the internal operation to respond to the new licence, the potential for a new licensee and any changes to the detailed regulatory framework. This team will be outward focussed both in working closely with other teams within Regulation and Strategy, but also in engaging with external stakeholders and events in the outside world. Role Working with the Director of Regulatory Strategy and other senior and executive managers, including the Board, the Head of Strategy will be central to the delivery of the medium to long-term strategy and plan. They will work with the Board and Executive in refreshing the existing 10-year corporate strategy and will have to develop an approach that takes account of the significant uncertainties associated with the transition to a new licence in 2025. They will have responsibility for the development of the 5-year business and development plan - a key annual regulatory obligation, which is published for customers and stakeholders, but also deployed as a key internal communication ensuring that staff are aligned and understand the medium-term priorities for the business. Being creative, inquisitive and able to generate original thinking and content is central to this. It is important that the Head of Strategy can work with colleagues to articulate the Business and Development plan such that it has depth and so can provide a clear roadmap for both customers and staff over the medium term. This plan is critical as it provides the context for business planning in the short term upon which charges will be levied. Informed by activities in the external environment, they will also work with the Policy and Markets team and other colleagues to ensure that Innovation and Growth strategy remains current and refresh it as appropriate. Our client is currently engaged with the energy regulator, Ofgem, to consider the vision and purpose in the period post-2025.This role will be closely involved with this work and will be required to think through and address the strategic implications of any change to purpose, structure, ownership or regulation. Key Accountabilities Leading the development and regular refresh of the 10-year corporate strategy Managing the delivery of the annual 5-year development plan and its communication, including engagement with customers, stakeholders, Government and Ofgem Researching, sourcing and generating content for the strategic business and development plan so as to provide a rich picture of activity over the medium term. Collaborating with colleagues to consider the potential outcomes of the energy system transition, the opportunities that may arise and factoring these into regular refreshes of Innovation and Growth strategy Leading colleagues to identify strategic opportunities to grow and deliver new and enhanced services to its customers and stakeholders. Involved with facilitating discussions with Ofgem and other stakeholders to influence them to embrace an ambitious vision and purpose in a new licence period, post-2025 Responsible for delivering presentations up to and including Board level including owning the creation of materials which are appropriate for external publication Contributing to the programme of work to prepare for a new licence period, as required. Skills and Experiences Essential Extensive practical experience of leading strategy development, preferably within a regulated environment. Experience of leading senior management through complex or strategically challenging projects. Knowledge and experience of strategy development tools and techniques
