Project Information EKFB Main Works Civils The £4.2bn+ EKFB Main Works Civils Contract is responsible for approximately 80km of HS2's largely rural railway, including 15 viaducts, 81 bridges, 6.9km of green tunnels and approximately 30 million cubic metres of excavation. The importance of this section has increased significantly following the HS2 programme reset, with the central section forming part of the programme's designated Core Test Area. The Core Test Area is a priority section where HS2 is seeking to bring infrastructure together, commence testing and commissioning and validate the railway as an integrated system. As a result, successful delivery of EKFB has become a critical linchpin for the wider HS2 programme. This creates a particularly high-profile environment for Project Controls, bringing cost, schedule, risk, productivity, quantities, performance and assurance together across one of the programme's most important delivery areas. The Role You will Lead the overall Project Controls function across the EKFB Main Works Civils Contract. Lead approximately 30 Project Controls professionals through four direct-report Area Project Controls leads. Set objectives, standards and expectations across Cost, Planning, Risk and Estimating, Drive team performance, consistency and continuous improvement. Work closely with the Project Director to provide an integrated view of project performance. Align project controls with the wider HS2 programme and Director of Project Controls. Own the integration of cost, schedule, risk, change and performance information. Challenge project and contractor performance using robust data and evidence. Lead baseline management, forecasting and performance reporting. Lead baseline and performance management updates, including contract integrations of up to £3bn. You will be comfortable operating at a conceptual level, mapping out how a complex system needs to work and translating operational requirements into system functionality. You should be someone who naturally thinks about the whole railway rather than a single system boundary and can identify how changes or decisions within one system may affect other parts of the railway. You will also need the confidence and credibility to challenge established requirements, standards and proposed technical solutions where they do not provide the right outcome for the railway. Essential Requirements Significant experience with rail Traffic Management Systems, integrated control systems or closely related railway control and planning systems. Strong understanding of how a railway operates, including the relationship between signalling, control and real time traffic or service management. Experience developing requirements, concepts or solutions for complex railway systems. Strong systems integration experience, including management of interfaces between different railway systems. Ability to operate as a technical SME while maintaining a whole system and operational perspective. Demonstrable ability to challenge requirements, standards and proposed solutions rather than simply applying established processes. Strong stakeholder management skills across technical, operational, supplier and delivery organisations. Experience working within complex multidisciplinary rail programmes. Ability to translate operational requirements into practical system requirements and functionality. Desirable Experience Experience of integrated Traffic Management Systems on international mainline railways. Experience of national TMS programmes such as those deployed in Denmark or Norway. London Underground or TfL experience involving integrated control, signalling or CBTC environments. Experience with suppliers or platforms including Siemens, Thales, Alstom, Indra or Resonate/Luminate. Experience working across both supplier and client side environments. Experience managing interfaces between different railway control areas or operational environments.
