Our client is a large County Council that requires a Principal DM Planning Officer to carry out a key role in one of their district teams. As Principal Planning Officer you will be tasked with managing a broad range of more complex cases and pre-applications with particular emphasis on larger developments including negotiating S106 agreements and Planning Performance Agreements (PPAs). It will be your role to manage complex and/or contentious planning applications, processes and compliance, regulations and legislation, acting as the single point of contact for customers on those cases and attending appeals hearings and public inquiries as appropriate. On a regular basis you will prepare and present reports to Area Planning Committees, District Planning Committee, and other internal and external meetings and present evidence/stand as witness at planning appeal hearings and public inquiries. We are looking for a well-established Principal Planning Officer who can demonstrate an extensive public sector focused CV. It is absolutely essential that you have previous experience of PPAs and you are confident in both your technical and your negotiation skills. The role will initially be offered for 3 months with potential to extend significantly. The rate is £60/hr (umbrella). You will be required to go into the office 1-2 days per week and carry out on-site visits as necessary.

As Head of Property Strategy you will have responsibility for developing and monitoring the delivery of property strategies that maximise benefits from the portfolio and associated property services. The successful candidate will play a crucial role in the long-term vision and direction of the council's property portfolio, ensuring it aligns with organisational objectives and sustainability goals. You will also lead on Estates Strategies (not just selling commercial investments) for our local authority client. They require someone who has tackled internal Service challenges to drive out opportunities across the operation portfolio, i.e. ASC/Children's, Housing Revenue Account Surplus land including handling the Resident Consultations, Community Centres and local Authority car parks, where they are either not making any income or are operating at a corporate loss. Our client is also looking for recent experience in implementing a Corporate Landlord Model, Community Asset Transfer programme and someone who will be able to drive and write a Strategic Asset Management Plan and obtain Cabinet approval. You will need to be someone with an extensive proven track record in a similar capacity with the ability to deliver. You will need to be decisive and focused in your work and you will need to have advanced communication skills with the ability to confidently represent the Council's interests and the ability to foster successful working relationships with a wide scope of stakeholders. The role is based in Berkshire, will run at least 6 months, probably longer and they are looking to pay up to £700/day Umbrella (this role is inside IR35).
