About the Role We are seeking a highly capable Pre Construction Manager (PCM) to lead and coordinate all pre construction activities across complex cladding remediation projects under PCSA. This role is critical in transforming a developing brief into a fully defined, delivery ready solution, ensuring design certainty, programme confidence, cost alignment, and full statutory compliance. You will take ownership of de risking projects, managing multidisciplinary teams, and driving successful outcomes through to a seamless handover to delivery. Key Responsibilities Strategic Leadership & Governance Establish and maintain pre construction standards, processes, and governance frameworks across all projects. As a Resident Liaison Officer (RLO), you act as the primary link between residents, contractors, housing providers, and project teams during planned maintenance, refurbishment, regeneration, and compliance works within social housing properties. The role ensures residents are informed, supported, and engaged throughout the lifecycle of construction and maintenance projects, while helping contractors deliver works efficiently with minimal disruption. Key Responsibilities Act as the first point of contact for residents before, during, and after works are undertaken. Conduct resident consultations, home visits, and pre start meetings to explain project scope, timelines, and expected impacts. Produce and distribute communication materials such as letters, newsletters, appointment reminders, and project updates. Coordinate access arrangements and support vulnerable residents who may require additional assistance. Manage resident enquiries, concerns, complaints, and compliments, ensuring issues are resolved promptly and professionally. Liaise closely with site managers, supervisors, housing officers, client representatives, and subcontractors to ensure effective communication. Responsibilities Accountable for all daily operational activity and the management of operatives and sub contractors ensuring adherence to all Company policies, procedures and practices. Manage activities on site, ensuring that the highest standards of Health and Safety are maintained at all times. Organise and coordinate site resources to optimise effectiveness on site. Undertake the induction of all employees and sub contractors on site and follow up with toolbox talks. Induct all employees in the United Way of working ensuring that the contract delivery processes are complied with and adopted into your daily disciplines. Ensure all project related filing / administration is in accordance with United Way IMS and Project Filing Guide. Identify, review and implement the client's critical success factors for the project and take corrective action as necessary. Ensure that quality and programme standards are delivered, avoiding defects later, and undertake regular reviews to monitor progress against the programme, addressing any shortcomings and issues as they arise. Review and coordinate contract drawings and specifications for all work sections. Maintain rigorous records of requests for information, verbal instructions, delays and disruptions with the commercial team to protect the company's liabilities. Identify and requisition site equipment, plant and materials to ensure completion of works. Communicate regularly with Line Manager on site progress, advising of issues which may impact or change the contract programme. Record progress weekly on all activities. Produce a short term programme for all trades to achieve main programme dates. Chair/attend weekly sub contractor progress/planning meetings and record minutes. Maintain high quality daily records of site activities. Supervise the implementation of work safety plans, method statements, risk assessments and other procedures ensuring they comply with relevant documentation. Monitor and report on the effectiveness of these procedures. Work collaboratively with external and internal departments to ensure smooth running of the site and tasks are undertaken in line with programme requirements, taking appropriate action to address issues or concerns in a timely manner. Ensure all operatives and sub contractors wear appropriate PPE at all times during site activities. Ensure all operatives and sub contractors are suitably trained to use any relevant plant and equipment. Understand and gain full working knowledge of relevant contract terms and conditions and their associated obligations. Work closely with the commercial team to remain aware of the financial position of the contract. Agree scopes of each sub contract package. Review day work sheets with site QS before signing. Demonstrate a strong customer focus and the ability to deliver initiatives within the local community, supporting the Company's corporate social responsibility. Issue quality control notices to sub contractors promptly when required. Execute works which include roofing, window replacement, cavity insulation, fire stopping, structural repairs, electrical and mechanical upgrades.
