Head Of PMO (Transformation) - CONTRACT Location: Leeds (Hybrid - 3 days per week onsite) Contract: Inside IR35 Duration: Initial 6 months We are supporting a major UK organisation undergoing a significant multi-year digital transformation programme and are seeking an experienced Head of PMO to establish and lead a high-performing Programme Management Office from the ground up. This is not a traditional PMO governance role. We are specifically looking for a senior transformation contractor who has previously built PMO functions from scratch within large-scale, complex change environments and can implement the structure, governance, controls, reporting and delivery discipline required to support enterprise transformation. The successful candidate will operate as a senior leader across the programme, partnering closely with executive stakeholders to drive delivery assurance, governance, planning, financial control and strategic reporting across multiple workstreams. Key Responsibilities: • Establish and lead a fit-for-purpose PMO function supporting a major transformation programme • Design and implement programme governance, controls, reporting frameworks and delivery standards • Create and embed effective RAID, dependency management and change control processes • Drive integrated programme planning across technology, operations, business change and third-party delivery teams • Provide executive-level reporting and insight to senior leadership, SteerCo and Board stakeholders • Lead PMO best practice across the programme and coach delivery teams accordingly • Ensure strong financial governance, forecasting and programme tracking disciplines are embedded Essential Experience: • Proven experience setting up and leading PMOs from scratch within large-scale transformation programmes • Strong background operating as a senior PMO/Transformation contractor within complex enterprise environments • Demonstrable experience implementing governance frameworks, delivery controls and reporting structures • Experience leading PMOs across multi-workstream digital or business transformation programmes • Excellent stakeholder engagement skills with the ability to influence senior executives and programme leadership • Strong experience across programme planning, RAID management, financial governance and delivery assurance • Experience operating within hybrid Agile and Waterfall delivery environments Highly Desirable: • Financial Services or regulated industry experience • Experience within banking, mutuals or large enterprise transformation programmes • Exposure to FCA/PRA regulated environments • Experience across cloud, digital or core platform transformation initiatives Please note: We are not looking for career PMO Analysts or governance-only PMO Managers. This role requires an experienced transformation leader who has personally built and embedded PMO capability within complex organisations.
