Experience with negotiation, contract strategy development and continuous improvement practices. Experience in government or defence-related procurement environments. Understanding of contract types (e.g. NEC, JCT, FIDIC) and public sector procurement regulations (DSPCR, PCR). Professional qualifications in procurement, supply chain, commercial management, law or equivalent. Qualifications & Requirements Degree or equivalent professional qualification in a relevant discipline (e.g. Commercial Management, Business, Law, Project Management). Working towards or holding a professional procurement qualification (e.g. CIPS) is advantageous. Candidates must be UK Nationals able to obtain and maintain UK MoD Security Clearance (SC). This role is the programme's data-driven applications engineer - sitting between Oracle APEX development, analytics engineering, and data science enablement. It focuses on delivering reporting, dashboards, lightweight applications, and analytical PoCs on top of the client's Oracle cloud estate (ADW, OAC, Fusion, OIC). Key Responsibilities Develop, enhance and maintain secure APEX applications for analytics, reporting and workflow enablement within the Defence programme. Build OAC dashboards, data visualisations, semantic models and automated reporting pipelines. Support data science explorations (feature sets, model inputs, structured data prep) and collaborate with AI engineers delivering PoCs. Work across ADW, Fusion data sources and integration layers (OIC) to curate clean, well modelled datasets. Contribute to data migration activities, ensuring accuracy, integrity and auditability throughout transitions from legacy systems. Apply security by design, access controls and logging appropriate for regulated MOD environments. Operate in Agile delivery squads with APEX devs, data engineers, integration specialists and business SMEs. Essential Skills Strong Oracle APEX development capability (apps, forms, processes, security, performance tuning). Hands on experience with Oracle Analytics Cloud (OAC dashboards, DV, RPD/semantic modelling). Experience with Autonomous Data Warehouse (ADW) and Oracle Fusion data structures. A consulting firm is seeking a Principal Secure by Design Consultant to lead activities on MoD projects in Bristol. The ideal candidate will have strong experience embedding security into digital delivery, a deep understanding of SBD principles, and excellent stakeholder management skills. The role entails leading projects, identifying risks, and coaching teams to maintain security while ensuring delivery pace. This is a senior position on a rolling 6-month contract with a requirement for active SC clearance.

This is a senior position, playing a lead role in ensuring SBD Compliance and Protocols across MoD Projects. Role Lead each project and programme with Secure by Design Identify security risks, constraints, and dependencies, and translate these into clear, prioritised recommendations. Facilitate threat modelling and risk workshops with multidisciplinary teams. Define pragmatic security control expectations aligned to service risk and context. Produce concise written outputs that support decision making and assurance. Coach delivery teams to embed secure ways of working without impeding delivery pace. Support governance and assurance activities by articulating risk, mitigation, and residual exposure.
