Primary responsibilities: Review tender documents to understand scope of works, applicable standards, and tender deliverables. Produce project and system estimations (bill of materials) with structure and definition, supported as required by the group design engineers. Develop the bid cost estimate for project activities and services, including staff, manpower, construction equipment / consumables, assets, plant materials, and subcontracts. Produce conceptual designs, with support as required by the group design engineers. Work with procurement to ensure latest best costs are being utilised, providing opportunity feedback to assist in group discounts and buying. Identify the critical materials to be estimated and liaise with vendors to obtain quotations. Prepare the bid price breakdown in client format if required. Prepare the preliminary resource schedule forecast for internal use. Arrange and lead tender technical and cost reviews meetings. Liaise with sales co-ordinator to ensure Salesforce CRM is maintained accurately and up to date. Follow internal governance and approval processes. Liaise proactively with all internal departments as required. Work in accordance with company policies and procedure Provide the Proposals Manager with the best cost estimates in order to optimise the bid definition. Candidates will ideally have experience in the bidding and tendering of control, instrumentation, electrical and mechanical modular package type projects. At least 2 years' experience within the engineering solutions industry. Attention to detail and excellent organisational skills. Ability to work under pressure and to meet deadlines. Excellent communication skills and ability to work within a team. An ownership ethos is critical, with ability and confidence to raise profile of deliverables when required. Ability to prioritise. Understanding of workplace Health & Safety and Quality. IT literate, including Microsoft Office programmes. Approachable and trustworthy. Experience of working in the UK Gas, Oil, Petrochemical industry, Utility sectors. Experience and knowledge of cyber security. As the Permit To Work Officer your activities will include the following, but are not limited to: Administer and coordinate the Permit to Work system across all construction areas. Review and verify the accuracy and completeness of all work permits (Hot Work, Cold Work, Confined Space Entry, Electrical Isolation, Excavation, etc.). Ensure that risk assessments and job safety analyses (JSAs) are conducted and attached to all relevant permits. Verify that isolation plans (LOTO) are in place and approved before work begins. Conduct site visits to confirm that work is being performed under valid permits and in line with safety conditions. Maintain accurate PTW logs and permit tracking records. Liaise with operations, maintenance, construction, and HSE teams to ensure permit conditions are fully understood and followed. Stop work or escalate issues when unsafe conditions or permit violations are observed. Participate in safety audits, toolbox talks, and incident investigations related to PTW breaches or near misses. Provide training and support to personnel on PTW procedures and safe work practices. The Role This position is required to fulfil and manage the procurement process of various major projects that Bilfinger currently has to deliver across various industries including Oil & Gas and Nuclear. The successful candidate will be expected to manage the procurement process from cradle to grave, and most importantly use their subcontracting experience to support and progress our latest projects. Key Activities Work within a cross-functional team (Procurement, Sales and Bid Team, Engineering, Quality, Legal and others as required) to lead the procurement process from cradle to grave on major projects. Briefly the cradle to grave process to be managed consists of the following (non-exhaustive) Pre-Contract award: Assisting the Proposals team with procured items and subcontracts for work Bilfinger is bidding. This includes flowing down the Clients head contract terms and conditions to ensure the supply chain price accordingly, and therefore minimise risk in any gaps between Client requirements and ultimately what the supply chain delivers. Managing the tendering process in a timely manner, including commercial clarifications and liaising with others for technical and quality requirements. Selecting and proposing the pricing and lead team information to be used by the Proposals Team. Post Contract award: Create package strategies dependent upon desired outcome, risks, drivers and tailor to suit. Create and manage the Procurement Plan throughout the lifecycle of each project. Work with the engineering team to ensure robust scopes of work packages are created, that ideally suit standards that our approved supply chain can offer. Ensure all other requirements are included, for example quality, health and safety, project controls etc. Perform full tender assessments to ensure the most economically advantageous tender is selected, managing the technical, quality, HSE elements also. Negotiate the subcontracts that you had created at tender stage, ensuring all Flowdowns are agreed, including special conditions, amendments to contract, site conditions, works information, payment milestones, liabilities etc. Organising kick off meetings and expediting requirements. Strict adherence to Bilfinger SE Compliance requirements, leading, and defining its application to other department's ways of working. Manage Change Orders The role requires 5+ years experience of creating, negotiating and managing NEC forms of subcontract. Ideally experience of other forms of contract is also desirable, i.e. MF1, FIDIC, IChemE. Experience & Qualifactions Proven track record in a senior procurement role within a project environment, managing multiple subcontract packages of work simultaneously Knowledge of procurement system SAP Knowledge of forms of contract - NEC3&4, MF1, FIDIC, ICHEME among others Knowledge of mechanical and electrical, control and instrumentation packages, general plant and equipment, site services, professional services and subcontract management / procurement thereof Working in a project team, under pressure to deliver against programme and below budget.
