About the role Want to play a key role in securing Britain's energy network? Join us as COMAH Compliance & Safety Manager at our upper tier COMAH Bacton terminal, to lead the delivery of safe, compliant, and reliable operations across a critical national infrastructure site. This is a highly visible role with real influence - where you'll take ownership and lead COMAH compliance, safety and ongoing regulatory management, working closely with the HSE/Competent Authority to maintain the highest safety standards. Your leadership will ensure the site is always inspection ready and operating in line with regulatory expectations. What you'll be doing Manage and continuously improve COMAH compliance, ensuring safety reports, emergency plans, and systems are robust, current, and effective Lead engagement with the HSE/Competent Authority, acting as the primary contact for inspections, audits, and interventions Prepare for and manage regulatory inspections and interventions, ensuring a confident, proactive approach to compliance Embed a strong COMAH management culture, aligned with 'All Measures Necessary' and SRAM principles Collaborate with engineering, integrity, and operations teams to drive risk reduction and safe asset performance Lead hazard studies and process safety activities (e.g. bow tie analysis, safety critical task reviews) Support emergency preparedness and response, including taking on Incident Controller or Site Main Controller responsibilities when required About you You're a credible and proactive safety professional who is comfortable leading in a high hazard environment. You bring both technical expertise and the confidence to engage with regulators and lead safety, influencing outcomes and building trusted relationships. You take ownership of safety and compliance, not just meeting requirements but continually improving them. You remain calm under pressure, think clearly in complex situations, and work collaboratively to drive the right outcomes for safety and performance. Key requirements & experience Strong experience managing and leading COMAH compliance and safety, ideally in an upper tier site or similar oil and gas/petrochemical environment Proven track record of working with the HSE/Competent Authority, including handling inspections, audits, and regulatory interventions Demonstrated experience in ongoing COMAH and safety management, ensuring continuous compliance and improvement In depth knowledge of relevant legislation (e.g. COMAH, GSMR, Pipeline Safety Regulations) Experience within high hazard industries such as gas, hydrocarbons, petrochemical or similar Strong stakeholder management and influencing skills across internal and external environments Ability to make sound decisions in high pressure or emergency situations IOSH Managing Safely (or equivalent) Engineering qualification (HNC or above - or equivalent) Incorporated Engineer status (or working towards) Security clearance The successful candidate must be able to achieve and maintain Security Check (SC) security clearance for this role. The Senior Contracts Officer will procure system management services that support the operation of Great Britain's gas National Transmission System (NTS), from both a commercial and physical perspective. These services include the management of strategic commercial relationships within the portfolio of accounts, and the management and development of specialist service areas such as 'Balancing Services' (Operating Margins) and Shrinkage trading contract arrangements; as well as other contracts (such as Data Services Contracts) that support operational risk management. Lead and manage standard Gas System Management and Data Services Contracts in own specialist area(s), including leading our relationship management activities. Development and negotiation of Gas System Management Services Contracts (with support from the Commercial Contracts Manager as necessary). Challenge service providers to drive efficiency in activities they perform on behalf of National Gas and our customers. Lead the development of 'Balancing Services' contracts (including Operating Margins up to £28m spend per year) and procurement events to mitigate/control operational and incentive risks. Represent the interests of National Gas and the broader industry, as the National Gas appointed member of Industry governance committees. Work with the Incentive Performance and Development team to ensure timely and robust financial regulatory reporting and business planning forecasts. Develop and lead strategies to help ensure continuous service provider improvement. Ensure accurate invoicing of Gas System Management Contract Services, generally up to a value of £3m per month. Identify service development opportunities and introduction of new services and service providers to meet the changing requirements of Energy Delivery. About you: Strong leadership, procurement and contract management skills, and the ability to manage and deliver multiple activities. Strong interpersonal skills, especially in the areas of influencing and negotiating. Working knowledge of regulated industry, particularly around the commercial and incentive regime. Experience of quantitative analysis and risk management. Excellent organisational, reporting and planning skills with a high level of initiative. HND/Degree in a commercial or business discipline or equivalent experience. Develop options to enhance the emergency tool provision,identifyingareas for improvement or development, and leading implementation with industry. Liaise closely with Energy System Resilience toidentifyrelevant market-based actions (e.g. from National Power Outage workstream), formulateappropriate responsesand represent market energy security at relevant industry forums. Develop and deliver the Demand Side Response (DSR) strategy, including the 26/27 approach and delivery of the engagement strategy. Produce a recommendation forfuture, andgaining regulatory sign-off ofthe approach. RepresentNational Gas Transmission externally at relevant energy security forums, ensuring gas representation in whole energy conversations anddisseminatingrelevant information internally to ensure a consistent and aligned view of energy security. Pre-empt topics responding to significant external eventsimpactingenergy security, leading the preparation and / or coordination of information to answer energy security related questions.
