Procurement Officer - DCMS (LOT1JP) - Contract - London - £220 per Day

Key Responsibilities:

  • Undertaking contracting procedures for new contracts.
  • Overseeing departmental budget control.
  • Developing and maintaining strategic contracts log.
  • Arranging the production of appropriate tender documentation.
  • Analysing the procurement MI to identify ways of improving compliance with government contracts and setting up reporting mechanisms to support this.
  • Updating Intranet guidance and preparing reports for senior management.
  • Be a procurement/commercial Business Partner for allocated DCMS Business Areas
  • Lead all procurement and commercial matters and procurements for the allocated Business Area
  • Support the Head of Commercial and on rare occasions, the Finance & Commercial Director (for Procurement and Commercial matters) as required both internally and externally
  • Assist the Head of Commercial in providing commercial assurance to the Finance & Commercial Director and the Accounting Officer as a key adviser of relevant (investment and corporate) committees and programme boards to ensure that commercial strategies are aligned with the department's and wider Government policy
  • Engage and influence stakeholders across the department and wider NDPB community so that they support the commercial strategy and visibly commit to its successful implementation
  • Provide professional procurement advice and assist the Head of Commercial to provide a framework that enables the Business Areas to ensure the department meets any and all central government requirements, achieve best value and effectively manage risk for third-party goods and services
  • Play a supporting role in the implementation of Back Office shared services and specifically the Purchase to Pay system for the department.
  • You will work with the Head of Commercial and Finance colleagues to implement strategies that support government initiatives as well as ensuring that the department can maximise its use of resources
  • Support the Head of Commercial in developing commercial capability within the department through implementation of commercial reform and commercial training
  • Support the implementation of commercial reform in DCMS including representing DCMS through engagement with the Government Commercial Community where appropriate
  • Effectively manage and work within the department's commercial & procurement team with a high degree of technical competence
  • Plan and oversee the professional development and training of any staff that you have responsibility for in the core Commercial team.
  • Assist with setting and delivery of commercial processes, objectives and vfm targets to enable the department to meet any spending review and other targets including provision of appropriate targeted management information
  • Assist in the development and management of key objectives for Commercial to help the Commercial Director to realise year-on-year savings in line with agreed targets and meeting agreed Service Levels with other government departments (eg ERG, CCS)
  • Ensure that the Commercial team is responsive to business needs whilst effectively managing business & commercial risks
  • Assist with the implementation and embedding of supplier relationship management and Contract Management processes in the department
  • Support the Departments work with the Crown Commercial Service in the implementation of centralised common commodity procurement across the department's NDPB community, the rest of central government and where appropriate, with other public bodies.
  • Manage consistent commercial policies and procurement processes across the Department in the implementation of Managing Public Money.

Experience Required:

  • Have a sound knowledge of Government Commercial and Procurement policies and procedures, including EU Directives
  • Have a demonstrable track record of delivering value for money across a wide range of procurement projects and categories
  • Be a proficient procurement professional with relevant applied and/or theoretical knowledge, in management process development and implementation, category management, strategic sourcing, supplier relationship development and performance management, specification, report and recommendation writing
  • Practical experience of managing varied procurement operations working in a corporate procurement environment subject to public procurement law
  • Experience of managing corporate goods and services procurements and leading contract negotiations
  • Experience of implementing sustainable procurement policies
  • Have well developed inter-personal and communication skills plus a track record of setting goals, and driving commercial and procurement activities
  • Be able to demonstrate experience of operating in a senior environment and delivering results, notably securing vfm, including experience of procurement planning, management and business processes
  • Be aware of Programme and Project Management techniques and experience of delivering results using these methodologies
  • Have experience of building professional, dynamic relationships across the Department and with stakeholders

Key Skills:

  • The successful candidate will demonstrate, Sound judgement, Analytical/problem solving abilities, Commercial awareness.
  • Be educated to degree level, or equivalent, and/or hold a professional qualification - ie full membership by examination of the Chartered Institute of Purchasing and Supply (MCIPS)
